Currently, I am a programmer/supervisor at the Census Bureau. The majority of my experience is programming in SQL and PL/SQL on an Oracle Database residing residing on blade servers in a Linux environment.

· Planned, developed, tested and documented computer programs to consistently update and maintain mutiple Oracle Spatial Databases, as well as programs to create final products to various customers. These involved a number of languages, such as C, SQL, Pl/SQL, Perl and SAS on various OS environments, such as VAX, Unix and now multiple blade servers using Linux.

· Executed daily operations of loading, updating and entering new data as responses are processed from multiple surveys conducted by the Census Bureau. Examples would include Boundary and Annexation Survey(BAS), Local Update Change Actions(LUCA), the School District Review Program(SDRP), and multiple other input surveys.

· Wrote, designed and produced various program documentation, according to Census Bureau Configuration Management Techniques, also referred to as CMMI.

· Took multiple classes in order to learn ways to develop programs and docmentation that met user requirements, while supporting the Bureau's Configuration Management Process of Improvement.

· Was instrumental in improving the Boundary and Annexation Survey, since 1998 thorugh various technical changes(EBAS, GPP, email contact additions, fax numbers, etc).

· Developed, tested and implemented software to help migrate data during the transition to the new Oracle Spatial Databases, maintaining geological and topological data integrity through relationships.

· Supervised, and managed various programmers over a period of years and achieved significant improvements in their productivity. This required scheduling work hours, resolving conflicts, deciding bonuses, assigning projects, etc.

· Submitted various software change requests to upper management for approval to improve system performance and data integrity.

· Trained others in how the BAS survey was conducted so that they may use it as an example for their surveys.

· Prepared flowcharts and diagrams to illustrate the sequence of steps the programs must follow and to describe logical operations involved.

· Converted project specifications into sequence of detailed instructions and logical steps for coding into language processable by various computers and environments.

· Successfully managed my computer team in the day-to-day BAS operations, as well as conversion to the new oracle-spatial Database system and converted years of old VAX and Unix software to ensure various product deliveries.

· Applied knowledge of computer programming techniques and computer languages to improve performance and product generation,mostly through C, SQL, PL/SQL, Perl and SAS.

· Successfully handled new documentation requirements that greatly reduced efficiency and created difficult deadlines.

· Structured and maintained production of the Boundary and Annexation Survey since 1998.

· Ran and tested programs on various different environments throughout the years as computer processing has evolved.

· Read various computer logfiles to find and correct any software or data problems before final delivery of products.

· Implemented various ways to detect programming and logic errors during program testing.

· Served as the Docuprint liason for other branches and survey sponsors in my division.

· Replaced, deleted and modified programs to correct data errors.

· Analyzed, reviewed and altered multiple programs and processes to increase operating efficiency and adapt to new requirements.

· Responded to written and telephone requests for various products, reports and files.

· Wrote documentation to describe program development, logic, coding and corrections.

· Researched and recommended process, product and software improvements.

· Wrote various documentation, or Software Requirement Specs, to detail the logic of various software operations.

PROGRAMMER/STATISTICIAN       4/1991-4/1995

Bureau of the Census/Geography Division      Upper Marlboro, MD.
Responsibilities included creating, debugging, updating, executing, and documenting Fortran and SAS programs on VAX/UNISYS. These programs generally tally survey data and must compute weights, medians, means, variances, and production tables according to precise mathematical specifications. Various software packages such as WordPerfect, Easy Flow, and ABC Flowcharter were used to produce documentation according to strict Census Bureau guidelines. Many of the same type of job responsibilities listed above were required by this job, as well, but I simply didn’t relist them here to keep from being redundant.
